Introduction

The Local Restriction Support Grant (Closed)(Addendum) - National scheme supports businesses that were open as usual, providing services in person to customers from their business premises, but which were then required to close for four weeks due to national lockdown restrictions imposed by government.

When Government imposes national restrictions and a significant number of businesses are mandated to close to manage the spread of coronavirus, then Local Restrictions Support Grant (Open) and (Sector) will cease to apply.  Businesses will not be eligible for multiple versions of the Local Restrictions Support Grant under widespread national restrictions.

Eligibility

Businesses that are eligible are those that have been mandated to close by Government and include non-essential retail, leisure, personal care, sports facilities and hospitality businesses.

Your business may be eligible if it:

  • was trading on 4th November 2020
  • occupies property on which it pays business rates.
  • has been required to close because of national restrictions that resulted in a first full day of closure on 5 November 2020.
  • has been required to close for 28 days because of the lockdown
  • has been unable to provide its usual in-person customer service from its premises

For example, this could include non-essential retail, personal services or cafes/restaurants that operate primarily as an in-person venue, but which have been forced to close those services and provide a takeaway-only service instead.

Eligible businesses will get one grant for each property liable for business rates.

What you will get

If your business is eligible and has a property with a rateable value of £15,000 or under, you will receive a cash grant of £1,334 per 28-day qualifying restriction period;

If your business is eligible and has a property with a rateable value of above £15,000 and below £51,000, you will receive a cash grant of £2,000 per 28-day qualifying period;

If your business is eligible and has a property with a rateable value of £51,000 or above, you will receive a cash grant of £3,000 per 28-day qualifying period.

Grants will be based on the rateable value of the property on the first full day of the national lockdown restrictions.

Exclusions

  • businesses which are able to continue to operate during the lockdown because they do not depend on providing direct in-person services from their premises
  • businesses that have chosen to close, but have not been required to close as part of a local lockdown
  • businesses that have reached the state aid limit.
  • businesses that are not the ratepayer.

Any changes to the rating list (rateable value or to the hereditament) after the first full day of national restrictions and business closures regulations came into force including changes which have been backdated to this date, will be ignored for the purposes of eligibility.

Other background information

Gosport Borough Council will not adjust, pay or recover grants where the rating list is subsequently amended retrospectively to the date that national restrictions began. In cases where it was factually clear to the Council on 5 November 2020 that the rating list was inaccurate on that date, the Council may withhold the grant and/or award the grant based on its view of who would have been entitled to the grant had the list been accurate. This is entirely at the discretion of the Gosport Borough Council, and is only intended to prevent manifest errors. This discretion cannot and therefore will not be used if it was not factually clear to the Council on 5 November 2020 that the rating list was not accurate.
