Community Infrastructure Levy (CIL)

What is the CIL?

The Community Infrastructure Levy (CIL) is a charge on development, which, in Gosport, is set by the Borough Council to help the funding of infrastructure. The levy allows the Borough Council to raise, and pool contributions from developers to pay for transport, leisure and open spaces, schools and other infrastructure needed to support new development. 

Gosport's CIL 

The Council has produced a Guide to the Community Infrastructure Levy (PDF, 372 KB) to show how CIL is collected in Gosport. Local authorities wishing to levy a CIL charge must produce a charging schedule setting out the CIL rates for their area based on the ability of most development to sustain the proposed charges. The Community Infrastructure Levy Charging Schedule (PDF, 195 KB) was adopted in October 2015 as set out in the Community Infrastructure Levy Adoption Statement (PDF, 160 KB) and came into effect on 1 February 2016.

Spending CIL

The levy is used to pay for infrastructure such as transport, leisure and open spaces, and schools. Details of the types of projects that the Borough Council is looking to spend the CIL on are set out in the Infrastructure Funding Statement. From 1 September 2019 the IFS replaced the Regulation 123 list.

The CIL report

The latest information on the money collected through CIL and how it is spent is set out in the Infrastructure Funding Statement. Prior to 1 April 2019 the Council was required to publish an Annual Financial Statement, this is now incorporated into the IFS. Background

The Community Infrastructure Levy CIL draft Charging Schedule was examined in March 2015 by John Wilde CEng MICE who was appointed by the Planning Inspectorate. The draft Charging Schedule was supported by submitted evidence and by examination details.

The examiner published the examiner report (PDF, 157 KB) in September 2015.
