What is a concession?
A Concession Licence gives a business consent to trade from Council owned land, where no Council building exists, nor does exclusive use or significant occupation take place. The trade use is defined by the licence.
What is the process and policy?
The Council renewed its concession policy on 30th November 2022 which outlines the process, of which a copy can be found here: Concessions Policy (PDF) [221KB] . Please note that this is a live document and will be reviewed regularly.
The purpose of this policy is to ensure future opportunities and bids for concessions will be considered in a fair, open, and transparent way leading to the successful take up of commercial concessions opportunities for Gosport. Supporting local businesses and enterprises to gain a platform to start and grow from.
When are concessions granted?
The Council has received numerous ideas and enquiries regarding the operation of concessions at various locations in the Borough. As such several opportunities have been created to trade from 1 September 2023 to 31 August 2024. These will go live on PROACTIS at End-June. If all mandatory requirements are met, the successful party will be selected based on the highest total Pitch Fee offer for the term. Within the licence there will be break options, as explained further in the tender documents, to support the nature of start-up businesses.

The nine concessions being released for 2023 include:

Lot 2: Gilkicker car park: Food and drinks
Lot 3: Lee-On-Solent: Arts & Leisure
Lot 4: Lee-On-Solent: Watersports Hire
Lot 5: Falkland Gardens: Food and Drinks
Lot 6: BMX Track : Food and drinks
Lot 7: Privett Park: Ice cream & Soft Drinks
Lot 8: Lee Recreation Ground: Food and drinks
Lot 9: Gosport Park: Food and drinks
