Information for new landlords wishing to join the scheme
The RAPS scheme is an opportunity for landlords to work in partnership with the Council to provide accommodation for people who are threatened with homelessness.
If you have a property you want to rent out and would like a guaranteed rental income from the property for at least six months, you might be interested in the above scheme. The main aim of the scheme is to introduce you to a tenant and to provide support to you during the initial period of the tenancy. It is hoped that during this time your tenant will have the chance to prove they are good tenants, while you have the security of knowing that the Council will guarantee your rent each month and to offer you advice when required.
If your tenant remains in the tenancy after a period of twelve months the Council will aim to withdraw from the scheme leaving you with a tenant who has a good understanding of their responsibility as a tenant.
In order that the property you have available to rent can be linked to the RAPS scheme it must fulfil the minimum standards required of the scheme:
- Valid Landlord Gas Safety and Service certificate.
- Valid Electrical Installation Condition report dated within the last 5 years from a suitably qualified electrician.
- Energy Performance Certificate at D rating or above, or if lower a commitment and capability to raise the rating to D in a reasonable time scale.
- Fixed and programmable heating (not necessarily in every habitable room).
- Glazing on all doors and windows should be weatherproof and sound. Window restrictors must be fitted on all windows above ground floor level (not required on small top opening windows).
- Safety equipment: fire blanket; carbon monoxide detector in each room there is an open gas appliance; and smoke detectors fitted on each floor level.
- Decorated to a reasonable standard.
- Flooring to be provided throughout.
- Reasonably modern kitchen.
- Reasonably modern bathroom.
- Property to be generally clean and well presented.
